UK Local Authorities Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a latest study of municipal councils, English councils are planning to sell social clubs, athletic facilities, and retail spaces as they bet on a fire sale of properties to stabilize finances.

Growing Financial Pressures Prompt Asset Sales

A coalition of councils for second-tier cities in England stated that 60% of local authorities are planning to dispose of properties to meet the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for disposing of public land and open spaces to shore up their finances, but they argue they must continue to raise vital cash from property disposals or declare themselves bankrupt.

The group noted that a significant number of councils seeking to generate funds from a quick sale of assets represented “a clear change from 2024, when the majority (60%) of municipal officials said they would focus on service redesigns and utilising financial reserves to manage increasing financial challenges.”

Specific Cases of Planned Sales

Medway Council in southeast England said its property management strategy featured the disposal of a retail complex in a local town and a community venue in another town to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be sold under the plan.

Local Levy Rises and Wider Financial Strains

The survey of councils in the key cities group, which covers several urban centers, further found that more than 70% of authorities will have to increase local levies next April to cover the rising cost of core provisions, higher levels of homelessness, and a persistent housing shortage.

Medway council explained it will proceed with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are taking innovative approaches but certain measures take time to deliver both improved services and financial savings,” stated Vince Maple.

He added: “There are demographic pressures which will continue to increase the strains we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of regional authorities recently also found local finances being stretched by the growing number of children and older individuals requiring special educational assistance.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Ministers have put off planned reforms to the Send system until the coming year after a policy document setting out those reforms has been postponed.

Deprivation and Financial Gaps

According to the latest indices of deprivation (IMD) covering UK local authorities, several key cities members were included in the most disadvantaged in England.

  • “Member cities like several major towns rank in the top 30 nationally under the 2025 IMD measures,” noted the study.

“Although only one key city is in the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the most deprived fifth of England. The figures underscores the scale of challenges confronting municipal officials across key cities in the coming year,” the analysis concluded.

“Council officials have been clear about the necessity for a fair and sustainable funding system that accounts for and responds to the actual extent of disadvantage and need,” said Michael Mordey.

“Without this, local authorities will continue to face difficult decisions around which essential services to allocate spend to, and which to cut, to the disadvantage of their residents.”

One in five of local authorities have cut or compromised care services in the last year, the survey found.
